          "An Act relating to requiring subcontractors who do                                                                   
          not have employees and who are acting as                                                                              
          independent contractors to secure payment for                                                                         
          workers' compensation, and requiring subcontractors                                                                   
          who fail to secure payment of workers' compensation                                                                   
          to pay additional premiums incurred by contractors
